Although the writer confuses Melbourne with Adelaide, the point made is very clear. This heavily laden, functionally overloaded (in terms of unrealistic draught limitations) condition might also have been very good reason for turning back for Durban (over and above fire) to avoid the storm of 'exceptional violence' approaching from the southwest.
